The film depicts carnivalesque atmosphere summed up by the cry "Ee ja nai ka" ("Why not?") in Japan in 1867 and 1868 in the days leading to the Meiji Restoration. It examines the effects of the political and social upheaval of the time, and culminates in a revelrous march on the Kokyo, which turns into a massacre. Characteristically, Imamura focuses not on the leaders of the country, but on characters in the lower classes and on the fringes of society.

Scenes
A man stands and pees just inside a building. He zips up and grins as he finishes. This is a quick scene.
Japanese peasants are protesting in front of a group of soldiers, when suddenly one woman marches to the front, lifts her kimono, and exposes her backside to them. Several other women join her and pee simultaneously in a half-squatting posture. This is shown from the side, and you can see roughly seven streams of pee squirting back defiantly toward the soldiers. This is clearly faked, as some of the more powerful streams appear to be originating from well below the women's crotches.
